Rust Staining and danger of rust jacking
Danger of rust jacking destroying concrete. This is a minor issue as long as the concrete at the joint gives way without sending stress cracks outward across the pad. I recommend replacing the railing in the following manner. Cut off the railing flush with concrete. Core drill around embedded post. Remove old post. Install new non corroding (rust resistant) mounts in core hole with soft lime mortar. Mount new rail. Maintain repair of soft lime mortar every 3 to 5 years.
